Specialized Bid-Admin Capacity With a Clear Owner

Public bids create work that has nothing to do with estimating. Someone still has to monitor opportunities, organize solicitation documents, track deadlines, manage administrative requirements, watch for addenda, and keep each pursuit moving.

01 / FOCUS

Your Estimator Prices the Work

Scope, takeoffs, subcontractor numbers, assumptions, and the final bid remain with your construction team.

02 / CONTROL

Your Leadership Makes the Decisions

Your company controls bid/no-bid, approvals, certifications, authorization, and final submission.

03 / CAPACITY

Framework Runs the Admin Workflow

The opportunity, requirements, addenda, deadlines, and administrative documents stay organized from identification through post-bid tracking.

The Issue Is Not Whether Your Team Can Do It.

Established commercial contractors already know how to estimate and build work. The question is whether an owner, estimator, project manager, or office administrator should also be responsible for constantly monitoring procurement portals, digging through bid documents, tracking administrative deadlines, and assembling submission paperwork.

Framework gives that administrative work a dedicated owner while your existing team stays focused on the construction side of the business—without recruiting, onboarding, and managing another full-time seat.

Framework Owns the Administrative Workflow. Your Team Owns the Bid.

Framework runs the administrative bid desk. Your company maintains complete control over estimating, pricing, technical construction decisions, and the final decision to pursue or submit any bid.

A Built-In Control Standard

Administrative Disqualification Prevention Standard

Our pre-bid review protocols are designed to identify and surface preventable administrative and non-responsive issues before your proposal reaches the public agency desk.

Agency determinations regarding responsiveness, acceptance, and award remain outside Framework's control.

The Framework Public Works Bid Control Method™

A repeatable five-stage operating system keeps the administrative side of each pursuit controlled from opportunity identification through post-bid follow-up.

01

Monitor

Identify public opportunities matching the contractor's geography, trade, project profile, and operating criteria.

02

Qualify

Organize opportunity information so your team can make the bid/no-bid decision.

03

Control

Build and maintain the requirements matrix, deadlines, addenda, and administrative document workflow.

04

Ready

Surface missing information, required actions, and administrative items before final contractor authorization.

05

Track

Maintain submission status, public results when available, and post-bid outcomes so the pipeline stays current.

When You Decide to Pursue a Project

That project moves from your opportunity pipeline into the active bid desk. Framework begins managing the administrative lane while your estimator remains focused on the actual scope and numbers.

No long-term contract is required to start.

Specialized Capacity With Clear Professional Boundaries

The Bid Desk strengthens the administrative process while the decisions belonging to your licensed, technical, financial, and construction professionals remain exactly where they belong.

Administrative—Not Estimating

Framework does not perform takeoffs, determine labor or material costs, select subcontractor pricing, calculate markup, or establish the final bid amount.

Professional Roles Stay Separate

Framework provides independent administrative coordination and risk-support services, not legal representation, engineering, or technical design advice.

Process Control—Not an Outcome Promise

Framework does not guarantee bid responsiveness, competitiveness, award, profitability, agency acceptance, or project performance.

Upfront FAQ

Is this a one-time bid service?

No. The Fractional Public Works Bid Desk is a monthly engagement built around ongoing opportunity monitoring, pipeline management, and active administrative bid support.

How many active bids are included?

The $2,500 monthly engagement includes administrative support for up to two complete active bid packages per month. Additional bid packages are scoped separately.

Does Framework decide which projects we bid?

No. Framework filters opportunities against the criteria established during onboarding and provides information to support your review. Your company makes every final pursuit decision.

Does Framework handle our pricing?

No. Your company retains complete responsibility for estimating, takeoffs, subcontractor pricing, markup, margins, alternates, allowances, and final bid amounts.

Can Framework submit the bid for us?

Where the individual solicitation and procurement system permit submission by an authorized representative or designee, Framework may coordinate submission after receiving written contractor authorization. Where that is not permitted, Framework delivers the submission-ready administrative packet for your authorized company representative to submit.

How will we communicate during an active bid?

Routine opportunity and pipeline information is kept organized through your client workspace and scheduled updates. Time-sensitive contractor actions, addenda, deadlines, and readiness issues are communicated as they arise.

How does the Bid Desk support Idaho projects?

Idaho opportunities are monitored alongside Washington and Oregon work. For applicable Idaho public-works projects, Framework may track Public Works Contractor licensing, alcohol- and drug-free workplace affidavits, and project-specific performance and payment bond documentation identified in the governing solicitation. The contractor remains responsible for maintaining required licenses, programs, bonds, certifications, and approvals.

What happens after I enroll?

You complete the Framework onboarding intake so we can configure your scope, service area, project preferences, bonding information, contacts, procurement registrations, and communication preferences. Your client workspace and opportunity monitoring are then configured around your company.
